At its 27th meeting, on 27 March 1946, the Council adopted a proposal that the Iranian representative should be asked to " ... appear at the Council so that we may hear his point of view concerning the question of postponement requested by the representative of the Union of Soviet Socialist Republics ... " and invited the representative of Iran to take a place at the Council table.

At its 28th meeting, on 29 March 1946, the Council decided to request the Secretary-General to ascertain at once from the Governments of the Union of Soviet Socialist Republics and Iran, through their representatives, the existing status of the negotiations between them, and particularly whether or not the reported withdrawal of troops was conditional upon the conclusion of agreements between the two Governments on other subjects, and to report to the Council on 3 April 1946.

A sa 28eme seance, le 29 mars 1946, le Conseil a decide d'inviter le Secretaire general a s'enquerir immediatement aupres des Gouvernements de l'Union des Republiques socialistes sovietiques et de l'Iran, par l'intermediaire de leurs representants, de l'etat actuel des negociations entre les deux gouvernements, et, en particulier, a s'efforcer de savoir si le retrait des troupes annonce dependait ou non de la conclusion d'accords entre les deux gouvernements sur d'autres questions, et a faire rapport au Conseil le 3 avril 1946.

The Security Council,
Taking note of the statements by the Iranian representative that the Iranian appeal to the Council arises from the presence of USSR troops in Iran and their continued presence there beyond the date stipulated for their withdrawal in the Tri-partite Treaty of 29 January 1942,1
Taking note of the replies dated 3 April of the Government of the Union of Soviet Socialist Republics2 and the Iranian Government3 pursuant to the request of the Secretary-General for information as to the state of the negotiations between the two Governments and as to whether the withdrawal of USSR troops from Iran is conditional upon agreement on other subjects,
And in particular taking note of and relying upon the assurances of the USSR Government that the withdrawal of USSR troops from Iran has already commenced; that it is the intention of the USSR Government to proceed with the withdrawal of its troops as rapidly as possible; that the USSR Government expects the withdrawal of all USSR troops from the whole of Iran to be completed within five or six weeks; and that the proposals under negotiation between the Iranian Government and the USSR Government "are not connected with the withdrawal of USSR troops",
Being solic-itous to avoid any possibility of the presence of USSR troops in Iran being used to influence '1e course of the negotiations between the Governments of lr:m and the USSR,

Le Conseil de securite,
Prenant acte des declarations du representant de l'Iran aux termes desquelles l'appel de l'Iran au Conseil est motive par la presence de troupes de l'URSS en Iran et par leur maintien sur ce territoire au-dela de la date fixee pour leur retrait par le Traite tripartite du 29 janvier 19421,
Prenant acte des reponses faites en date du 3 avril par le Gouvernement de !'Union des Republiques socialistes sovietiques2 et le Gouvernement de l'Iran3 a la demande de renseignements qui leur avait ete adressee par le Secretaire general concernant l'etat des negociations entre les deux gouvernements et la question de savoir si le retrait des troupes de l'URSS de !'Iran est subordonne a un accord sur d'autres points,
Prenant acte, en particulier, des assurances donnees par le Gouvernement de l'URSS et s'appuyant sur ces assurances aux termes desquelles: le retrait des troupes de l'URSS de !'Iran a deja commence; il entre dans les intentions du Gouvernement de l'URSS de poursuivre le retrait de ses troupes aussi rapidement que possible; le Gouvernement de l'URSS s'attend a ce que le retrait de toutes ses troupes de !'ensemble de l'Iran soit acheve dans cinq ou six semaines; et les propositions en cours de negociation entre le Gouvernement de l'Iran et le Gouvernement de l'URSS n'ont pas de rapport avec le retrait des troupes de l'URSS,
Soucieux d'eviter que la presence des troupes de l'URSS en Iran ne puisse en aucun cas etre utilisee pour influencer le cours des negociations entre les Gouvernements de l'Iran et de l'URSS,

Recognizing that the withdrawal of all USSR troops from the whole of Iran cannot be completed in a substantially shorter period of time than that within which the USSR Government has declared it to be its intention to complete such withdrawal,
Resolves that the Council defer further proceedings on the Iranian appeal until 6 May, at which time the USSR Government and the Iranian Government are requested to report to the Council whether the withdrawal of all USSR troops from the whole of Iran has been completed and at which time the Council shall consider what, if any, further proceedings on the Iranian appeal are required,
Provided, however, that if in the meantime either the USSR Government or the Iranian Government or any member of the Security Council reports to the Secretary-General any developments which may retard or threaten to retard the prompt withdrawal of USSR troops from Iran, in accordance with the assurances of the USSR to the Council, the Secretary-General shall immediately call to the attention of the Council such reports, which shall be considered as the first item on the agenda.
Adopted at the 30th meeting by 9 votes (Australia, present and not voting; Union of Soviet Socialist Republics, absent).

examinera s'il y a lieu de consacrer de nouveaux delJats i l'appel de !'Iran,
Sous reserve toutcfois que si, clans l'intervalle, le
aGouvernement de l'URSS ou le Gouvernement de !'Iran
ou tout membre du Conseil de securite parte la connaissance du Secretaire general des faits qui puissent retarder ou risquer de retarder le prompt retrait des troupes de l'URSS de !'Iran, conformement aux assurances donnees par l'URSS au Conseil, le Secretaire general appellera immediatement !'attention du Conseil
sur ces rapports, qui seront consideres comme la pre-
miere question a l'ordre du jour.

Decision
At its 33rd meeting, on 16 April 1946, the Council decided to refer to the Committee of Experts for examination and report the letter dated 16 April 1946 from the Secretary-General to the President of the Security Council concerning the retention of the Iranian question on the Council's agenda.4

The Security Council,
Having considered the statement made by the Iranian Government in its preliminary report of 6 May,5 submitted in compliance with the resolution of 4 April 1946 [resolution 3 (1946)], that it was not able as of 6 May to state whether the withdrawal of all USSR troops from the whole of Iran had been completed,
Resolves:
To defer further proceedings on the Iranian matter in order that the Government of Iran may have time in which to ascertain through its official representatives whether all USSR troops have been withdrawn from the whole of Iran;
To request the Iranian Government to submit a complete report on the subject to the Security Council immediately upon the receipt of the information which will enable i.t so to do; and, in case it is unable to
