Decision
At its 19th meeting, on 14 February 1946, the Council decided to invite the representatives of Syria and Lebanon to participate, without vote, in the discussion of the question and, without prejudice to any view which it might form on other occasions. to give them, at the proper stage, the right to submit proposals.

4 (1946). Resolution of 29 April 1946
The attention of the Security Council has been drawn to the situation in Spain by a Member of the United Nations acting in accordance with Article 35 of the Ch~rter. and 'the Security Council has been asked to declare that this situation has led to international friction and endangers internatiom.l peace and security;
Therefore the Security Council,
Keeping in mind the unanimous moral condemnation of the Franco regime in the Security Council. and the r("solutions concerning Spain which were adopted at the United Nations Conference on International Organization at San Francisco12 and at the first session of the General Assembly of the United N ations.13 and the views expressed by members of the Security Council re!_T~rdinr,- the Franco regime,
H crebv resolves to make further studies in order to determine whether the situation in Spain has led to international friction <~nd does endang-er international peace and security, and if it so finds, then to determine what practical measures the United Nations may take;
To this end. the Security Council appoints a subcommittee of five of its members and instructs this sub-committee to examine the statements made before the Security Council concerning Spain. to receive further statements and documents, and to conduct such inquiries ;-~s it may deem necessary, and to report to the Security Council before the end of May.
Adopted at the 39th meeting by 10 votes to none, with 1 abstention (Union of Soviet Socialist Republics).

L'attention du Conscil de securite a ete attirec sur la situation en Espagne par un Membre de \'Organisation des Nations Unies agissant en vertu de !'Article 35 de la Charte, et le Conseil de securite a ete prie de declarer que cette situation a entraine un dCsaccord entre nations et qu'elle menace la paix et la securitt'· internationales;

Tenant compte de la condamnation morale unanime que le regime franquiste s'est vu infliger au Conseil de securite, des resolutions sur l'Espagne qui ont ete
aadoptees la Conference des Nations Unies sur !'Orgaa anisation internationale San Francisco12 et la pre-
miere session de 1'Assemblee generale des Nations Uniesu, et des opinions exprimees par les membres dn Conseil de securite sur le regime franquiste,
Decide de proceder A des etudes complementaires en vue de determiner si la situation en Espagne a
aconduit un desaccord entre nations et menace la paix
et la securite internationales, et, s'il estime que tel est le cas, de determiner ensuite les mesures pratiques que Jes Nations Unies pourraient prendre;
A cet effet, le Conseil de sccurite designe un souscomite de cinq de ses membres qu'il charge d'examiner les declarations faites devant le Conseil de securite concernant l'Espagne, de recevoir tous autres declarations et documents, de proceder aux etudes qui apparaitraient necessaires et de faire rapport au Conseil de securite avant la fin du mois de mai.
Adoptee d la 39eme seance par 10 voix contre zero, avec une abstention (Union des Republiques socialistes soviitiques).
