At its 206th meeting, on 1 October 1947, the Council, during its consideration of the application of Finland and its reconsideration of the applications of Bulgaria, Hungary, Italy and Roumania for admission to the United Nations, adopted the following motion:
"The Security Council resolves to hold a separate and final vote on each application for membership."
Adopted by 9 votes to 2 (Poland, Union of Soviet Socialist Republics).

At its 221 st meeting, on 22 November 1947, the Council decided to report to the General Assembly that reconsideration of the applications of Italy and Transjordan by the Council had indicated that none of the members had changed its position, that the reconsideration had therefore not produced any results,
.and that the Council had postponed further consideration of these two applications in order to allow consultation among the permanent members.

"Any meeting of the General Assembly held in pursuance of the Statute of the International Court of Justice for the purpose of the election of members of the Court shall continue until as many candidates as are required for all the seats to be filled have obtained in one or more ballots an absolute majority of votes.",
Resolves:
1. To concur in the rule of procedure quoted above;
2. To adopt the following rule of procedure:

The Security Council
Resolves:
1. That the sub-committee of the Committee of Experts be instructed to negotiate with the General Assembly's committee on procedure for its acceptance of rule 58 of the provisional rules of procedure of the Security Council as tentatively revised by the Committee of Experts,31 and for its undertaking to effect necessary accompanying changes in rules 113 and 117 (originally rule 116) of the provisional mles of procedure of the General Assembly as suggested by the Committee of Experts ; and, if the negotiation is not successful, to accept, on behalf of the Security Council, the change in rule 58 as previously proposed by the General Assembly committee ;
