At the same meeting the Council decided, under rule 39 of its provisional rules of procedure, to invite the representative of the Jewish Agency for Palestine to take a place at the Council table, and to extend a similar invitation to the Arab Higher Committee if it so requested.22

The Security Council, Having received General Assembly resolution 181 (II) of 29 November 1947 on Palestine, and having received from the United Nations Palestine Commission its first monthly report 23 and its first special report on the problem of security in Palestine,24
1. Resolves to call on the permanent members of the Council to consult and to inform the Security Council regarding the situation with respect to Palestine and to make, as the result of such consultations, recommendations to it regarding the guidance and instructions which the Council might usefully give to the Palestine Commission with a view to implementing the resolution of the General Assembly. The Security Council requests the permanent members to report to it on the results of their consultations within ten days ;
2. Appeals to all Governments and peoples, particularly in and around Palestine, to take all possible action to prevent or reduce such disorders as are now occurring in Palestine.
Adopted at the 263rd meeting by 8 votes to none, with 3 abstentions (Argentina, Syria, United Kingdom of Great Britain and Northern Ireland).

par la Commission des Nations Unies pour la Palestine de son premier rapport mensue!23 et de son premier rapport special sur le probleme de la securite en Palestine24 ,
I. Decide d'inviter les membres permanents du
Conseil a se concerter et a tenir le Conseil de securite
au courant de la situation en ce qui concerne la Pales-
tine, et a lui faire, apres s'etre ainsi concertes, des
recommandations quant aux directives et aux instruc-
tions que le Conseil pourrait utilement donner a la
Commission pour la Palestine en vue de la mise en reuvre de la resolution de l'Assemblee generate. Le
Conseil de securite invite ses membres permanents a
lui faire rapport sur le resultat de leurs consultations dans un delai de dix jours ;
2. Fait appel a tous les gouvernements et a toutes
les populations, en particulier a ceux de la Palestine
et des pays avoisinants, pour qu'ils prennent toutes les mesures possibles en vue d'eviter ou de calmer les troubles que connait actuellement la Palestine.
