Taking into account the strong feelings and grave concern aroused among Governments and peoples of the world by the happenings in the Union of South Africa,

1. Recognizes that the situation in the Union of South Africa is one that has led to international friction and if continued might endanger international peace and security;

1. Reconnait que la situation en Union sud-africaine a entraine un desaccord entre nations et que sa prolongation risquerait de menacer la paix et la securite interna ti onales;

2. Deplores that the recent disturbances in the Union of South Africa should have led to the loss of life of so many Africans and extends to the families of the victims its deepest sympathies;

2. Deplore que les troubles recemment survenus en Union sud-,africaine aient entraine la mort de tant d 'Africains et exprime aux families des victimcs sa plus profonde sympathie;

3. Deplores the policies and actions of the Government of the Union of South Africa which have given rise to the present situation;
4. Calls upon the Government of the Union of South Africa to initiate measures aimed at bringing about racial harmony based on equality in order to ensure that the present situation does not continue or recur, and to abandon its policies of apartheid and racial discrimination;

5. Requests the Secretary-General, in consultation with the Government of the Union of South Africa, to make such arrangements as would adequately help in upholding the purposes and principles of the Charter and to report to the Security Council whenever necessary and appropriate.

5. Demande au Secretaire general, en consultation avec le Gouvernement de !'Union sud-africaine, de prendre les dispositions qui contribueraient efficacement au respect des buts et principes de la Charte et de faire rapport au Conseil de securite chaque fois que cela sera necessaire et approprie.

Noting with regret that the hopes of the world for a successful meeting of the Heads of Government of France, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ire-

land and the United States of America have not been fulfilled,
Considering that these developments have caused great disappointment and concern in world public opinion,
Considering also that the resulting situation may lead to an increase of international tensions likely to endanger peace and security,
Being convinced of the necessity to make every effort to restore and strengthen international good will and confidence, based on the established principles of international law,
Being especially aware of the mounting danger of the continuation of the armaments race,
1. Recommends to the Governments concerned to seek solutions of existing international problems by negotiation or other peaceful means as provided in the Charter of the United Nations;
2. Appeals to all Member Governments to refrain from the use or threats of force in their international relations, to respect each other's sovereignty, territorial int~grity and political independence, and to refrain from any action which might increase tensions;
3. Requests the Governments concerned to continue their efforts to achieve a constructive solution of the question of general and complete disarmament under effective international control in accordance with General Assembly resolution 1378 (XIV) and the discontinuance of all nuclear weapons tests under an appropriate international control system, as well. as their negotiations on measures to prevent surprise attack, including technical measures, as recommended by the General Assembly;
4. Urges the Governments of France, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland and the United States of America to resume discussions as soon as possible and to avail themselves of the assistance that the Security Council and other appropriate organs of the United Nations may be able to render to this end.

Convaincu de la necessite de ne negliger aucun effort pour restaurer et renforcer la bonne volonte et la confiancc internationales, fondees sur les principes etablis du droit international,
Specialement conscient du danger croissant que represente la continuation de la course aux armements,
1. Recommande aux gouvernements interesses de chercher des solutions aux problemes internationaux existants par voie de negociation ou par d'autres moyens
pacifiques conformement a la Charte des Nations Unies;
2. Fait appel a tous les gouvernements Membres pour
qu'ils s'abstiennent de recourir al'emploi ou a la menace
de la force dans leurs relations internationales, qu'ils respectent mutuellement leur souverainete, leur integrite territoriale et leur independance politique, et qu'ils s'abstiennent de tout acte qui pourrait accroitre les tensions;
3. Invite les gouvernements interesses a poursuivre
leurs efforts en vue d'une solution constructive de la question du desarmement general et complet sous un
controle international efficace conformement a la reso-
lution 1378 (XIV) de 1'Assemblee generale et de la discontinuation de tous les essais d'armes nucleaires dans le cadre d 'un systeme de controle international approprie, ainsi que leurs negociations sur les mesures
avisant prevenir les attaques par surprise, y compris
les mesures techniques, comme l'Assemblee generate l'a recommande;
4. Prie instamment les Gouvernements des Etats-Unis d'Amerique, de la France, du Royaume-Uni de GrandeBretagne et d'Irlande du Nord et de l'Union des Republiques socialistes sovietiques de reprendre aussi tot que possible leurs discussions et de tirer parti de !'assistance que le Conseil de securite et d'autres organes appropries
des Nations Unies peuvent etre en mesure de preter a
cette fin.
