At its 873rd meeting, on 13/14 July 1960, the Council decided to invite the representatives of Belgium and the Republic of the Congo to participate, without vote, in the discussion of the question.4

Subsequently, at meetings on this question held between August and December 1960, the Council decided 5 to invite the representatives of the following Member States to participate, without vote, in the discussion: Cameroun, Ethiopia, Ghana, Guinea, India, Indonesia, Liberia, Mali, Morocco, United Arab Republic, Yugoslavia.

The Security Council,
Considering the report of the Secretary-General 6 on a request for United Nations action in relation to the Republic of the Congo,
Considering the request for military assistance addressed to the Secretary-General by the President and the Prime Minister of the Republic of the Congo,7
1. Calls upon the Government of Belgium to withdraw its troops from the territory of the Republic of the Congo;
2. Decides to authorize the Secretary-General to take the necessary steps, in consultation with the Government of the Republic of the Congo, to provide the Government with such military assistance as may be necessary until, through the efforts of the Congolese Government with the technical assistance of the United Nations, the national security forces may be able, in the opinion of the Government, to meet fully their tasks;
3. Requests the Secretary-General to report to the Security Council as appropriate.
Adopted at the 873rd meeting by 8 votes to none, with 3 abstentions (China, France, United Kingdom of Great Britain and Northern Ireland).

Le Conseil de securite,
Considerant le rapport du Secretaire general 6 sur la demande pour une action des Nations Unies concernant la Republique du Congo,
Considerant la demande d 'assistance militaire adrcssec au Secretaire general par le President et le Premier Ministre de la Republique du Congo 7,
I. Fait appel au Gouvernement beige pour qu'il retire ses troupes du territoire de la Republique du Congo;
2. Decide d 'autoriser le Secretaire general a prendre,
en consultation avec le Gouvernement de la Republique
du Congo, les mesures necessaires en vue de fournir a
ce gouvernement !'assistance militaire dont il a besoin, et ce jusqu'au moment oil les forces nationales de securite, grace aux efforts du Gouvernement congolais et avec !'assistance technique de !'Organisation des Nations
Unies, seront a meme, de !'opinion de ce gouvernement,
de remplir entierement leurs taches;
3. Prie le Secretaire general de faire rapport au Conseil de securite lorsqu'il y aura lieu.
