145 (1960). Resolution du 22 juillet 1960 [S/4405]

The Security Council,
Having considered the first report of the SecretaryGeneralS on the implementation of Security Council resolution 143 (1960) of 14 July 1960,
Appreciating the work of the Secretary-General and the support so readily and so speedily given to him by all Member States invited by him to give assistance,
Noting that, as stated by the Secretary-General, the arrival of the troops of the United Nations Force in Leopoldville has already had a salutary effect,
Recognizing that an urgent need still exists to continue and to increase such efforts,
Considering that the complete restoration of law and order in the Republic of the Congo would effectively contribute to the maintenance of international peace and security,
Recognizing that the Security Council recommended 9 the admission of the Republic of the Congo to membership in the United Nations as a unit,
1. Calls upon the Government of Belgium to implement speedily Security Council resolution 143 (1960) on the withdrawal of its troops and authorizes the Secretary-General to take all necessary action to this effect;
2. Requests all States to refrain from any action which might tend to impede the restoration of law and order and the exercise by the Government of the Congo of its authority and also to refrain from any action which might undermine the territorial integrity and the political independence of the Republic of the Congo;
3. Commends the Secretary-General for the prompt action he has taken to carry out resolution 143 (1960) and for his first report;
4. Invites the specialized agencies of the United Nations to render to the Secretary-General such assistance as he may require;
5. Requests the Secretary-General to report further to the Security Council as appropriate.

Ayant considere le premier rapport du Secretaire generalS sur la mise en application de la resolution 143 (1960) du Conseil de securite, en date du 14 juillet 1960,
Exprimant son appreciation du travail accompli par le Secretaire general et de l'appui que tous les Etats Membres qu'il avait invites a lui preter leur concours lui ont apporte si diligemment et si rapidement,
Notant que, comme le Secretaire general l'a declare, l'arrivee des troupes de la Force des Nations Unies a Leopoldville a deja eu un effet salutaire,
Reconnaissant qu'il reste urgent de poursuivre et d'intensifier ces efforts,
Considerant que le plein retablissement de l'ordre public clans la Republique du Congo contribuerait efficacement au maintien de la paix et de la securite internationales,
Reconnaissant que le Conseil de securite a recommande 9 d'admettre la Republique du Congo a !'Organisation des Nations Unies en tant qu'entite,
I. Invite le Gouvernement beige a mettre rapidement en application la resolution 143 (1960) du Conseil de securite touchant le retrait de ses troupes, et autorise le Secretaire general a prendre a cet effet toutes les mesures necessaires;
2. Prie tous les Etats de s'abstenir de toute action qui pourrait tendre a empecher le retablissement de l'ordre public et l'exercice de son autorite par le Gouvernement congolais, et aussi de s'abstenir de toute action qui pourrait saper l'integrite territoriale et l'independance politJque de la Republique du Congo;
3. Felicite le Secretaire general de la promptitude avec laquelle il a donne suite a la resolution 143 (1960) et de son premier rapport;
4. Invite les institutions specialisees des Nations
Unies a fournir au Secretaire general l'assistance qu'il
pourra demander;
5. Prie le Secretaire general de faire a nouveau rapport au Conseil de securite lorsqu'il y aura lieu.
