THE SITUATION IN NAMIBIAl Decision In a letter dated 9 January 1980,4 the Secretary-General informed the Security Council of his intention. if the Council should o;o consent. to proceed with the detailed technical discussions mentioned in his report of 20 November 19795 and, to that end. to appoint Lieutenant-General Prem Chand initially as CommanderDesignate and later as Commander of the military component of the United Nations Transition Assistance Group. In a letter dated 12 January 1980,6 the President of the Council informed the Secretary-General as follows: "I have brought your letter dated 9 January 1980 concerning the implementation of Security Council resolution 435 ( 1978) to the attention of the members of the Council.
