At the same meeting, the Council further decided, at the request of the representative of Yemen,25 to extend an invitation to Mr. Clovis Maksoud under rule 39 of the provisional rules of procedure. At its 2553rd meeting, on 30 August 1984, the Council decided to invite the representatives of Qatar, the Sudan, the United Arab Emirates and Yemen to participate, without vote, in the discussion of the question. Re-e1nphasizes the terms of reference and general guidelines of the Force as stated in the report of the Secretary-General of 19 March 1978,20 approved by resolution 426 (1978), and calls upon all parties concerned to co-operate fully with the Force for the full implementation of its mandate; 4. Reiterates that the Force should fully implement its mandate as defined in resolutions 425 (1978), 426 (1978) and all other relevant resolutions; 5. Requests the Secretary-General to continue consultations with the Government of Lebanon and other parties directly concerned on the implementation of the present resolution and to report to the Council thereon. Decisions In a letter dated 15 November 1984,29 the SecretaryGeneral informed the Council that, in accordance with the decision of the Government of Senegal, the Senegalese battalion of the United Nations Interim Force in Lebanon had been withdrawn. Subject to the usual consultations, the Secretary-General intended to accept the offer of the Government of Nepal to provide a replacement battalion of about 650 men for service with the Force. In a letter dated 19 November,30 the President of the Council informed the Secretary-General as follows: "I wish to inform you that I have brought your letter dated 15 November 198429 concerning the organization of the United Nations Interim Force in Lebanon to the attention of the members of the Security Council. They considered the matter in informal consultations on 19 November and agreed with the proposals contained in your letter."
