Resolution 645 (1989) of 29 November 1989 The Security Council, Having considered the report of the Secretary-General on the United Nations Disengagement Observer Force,56 Decides: (a) To call upon the parties concerned to implement immediately Security Council resolution 338 (1973) of 22 October 1973; (b) To renew the mandate of the United Nations Disengagement Observer Force for another period of six months, that is, until31 May 1990; (c) To request the Secretary-General to submit, at the end of this period, a report on the developments in the situation and the measures taken to implement resolution 338 (1973). i1doptcd unanimously at the 2895th meetinx. Decisions ~t the same meeting, follo_wing the adoption of resolutiOn 645 (1989), the Prcs1dcnt made the following statement: 57 "In connection with the resolution just adopted on the renewal of the mandate of the United Nations Disengagement Observer Force, I have been authorized to make the following complementary statement on behalf of the Security Council: "As is known, the report of the Secretary-General on the United Nations Disengagement Observer Force56 states, in paragraph 24: 'Despite the present quiet in the Israel-Syria sector, the situation in the Middle East as a whole continues to be potentially dangerous and is likely to remain so, unless and until a comprehensive settlement covering all aspects of the Middle East problem can he 56 Ibid., document S/20976.57 S/20998. 57 S/20998. reached.' That statement of the Secretary-General reflects the view of the Security Council." At its 2903rd meeting, on 27 December 1989, the Council discussed the item entitled "The situation in the Middle East". At the same meeting, following consultations with the members of the Council, the President made the following statement on behalf of the Council:58 "Recalling their statements of 7 November 198951 and 22 November 1989,53 and relevant Security Council resolutions, the members of the Council reaffirm their full support for the efforts undertaken by the Tripartite High Committee of the League ofArab States and for the Taif Agreement. These remain the only basis for guaranteeing the full sovereignty, independence, territorial integrity and national unity of Lebanon. "In this regard. the members of the Council welcome the election of Elias Hrawi as successor to the late Rcnc Moawad as President of the Lebanese Republic and the appointment of the Lebanese Government led hy the Prime Minister Salim al-Hoss. "The members of the Council reaffirm the urgency of continuing the process of national reconciliation and political reform embodied in the Taif Agreement, and they express their deep concern over obstacles that have delayed progress in achieving these goals. "The members of the Council support President Hrawi's efforts in implementation of the Taif Agreement to deploy Lebanese Government forces to restore central government authority over all Lebanese territory. "The members of the Security Council reiterate their call on the Lebanese people, and in particular all Lebanese Government officwls, civilian and military, to support their President and the constitutional process initiated at Taif to achieve peacefully the restoration of the unity, independence and sovereignty of Lebanon on its entire territory." 18 S/21 05h. The situation in the occupied Arab territories Decisions At i~s 28~5th m~et~ng, on 10 February 1989, the Council dec1ded to mv1te the representatives of Egypt, I~rael, Jordan, Kuwait, the Syrian Arab Republic, TuniSia and Yemen to participate, without vote, in the discussion of the item entitled: "The situation in the occupied Arab territories: "Letter dated 8 February 1989 from the Permanent Representative of Tunisia to the United Nations addressed to the President of the Security Council (S/20454 );3s "Letter dated 9 February 1989 from the Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People addressed to the President of the Security Council (S/20455)". 35 At the same meeting, in response to the request dated 9 February 1989 from the observer of Palestine,59 the Council also decided, by a vote, that an invitation should be accorded to the observer of Palestine to participate in the debate and that that invitation would confer upon it the same rights of participation as those conferred on a Member State when it was invited to ·'' 9 Document S;2045h, incorporated in the record of the 2845th m<~eting. 12
